About the event

The Conservation and Load Management Plan (C&LM) directs the utility incentives for energy conservation.

Please submit comments to DEEP at DEEP.EnergyBureau@ct.gov by Wednesday, April 27 at 5:00 p.m. Any questions regarding the public comment process may be sent by email to Kate Donatelli at kate.donatelli@ct.gov.

DEEP will hold a virtual public meeting regarding its Draft Determination on the 2022-2024 C&LM Plan on April 21 from 12:30-2:00 p.m. This meeting will include a brief presentation from DEEP and opportunities for members of the public to make public comments. Feedback received during this meeting will be considered in DEEP’s preparation of its Final Determination on the 2022-2024 C&LM Plan.

Executive Summary of the Draft Determination

Broad Talking Points:

  • I support the condition to transition the Residential New Construction Program to all-electric, and that incentives for fossil fuel equipment and appliances should be phased-out in alignment with the State's Climate goals, and also reducing health impacts associated with fossil fuel combustion in the home.
  • I support the condition to strengthen workforce development to remove barriers to heat pump adoption and to deilver these programs in distressed municipalities.
  • I support the condition that the federal weather assistance program should coordinate closely with the Home Energy Solutions - Income Eligible program, and further believe that the additional infrastructure investment in WAP could be best utilized by using the existing HES-IE infrastructure for weatherizing low-income homes.
